Position Description: The Grants, Financial Systems Support and Analysis Specialist will provide comprehensive support for the development, testing, implementation, maintenance, and reporting of the financial information technology assets for the Office of Justice Programs (OJP) Office of the Chief Financial Officer (OCFO). The role includes providing operational, administrative, and analytical support for financial systems, ensuring compliance with federal financial regulations, and developing reports to support the financial operations. This position is located in our Washington, DC office; however, a hybrid working model is acceptable. Your future duties and responsibilities: Support grant and non-grant financial system operations with expert knowledge of Momentum, DOJ JustGrants, and Treasury's ASAP systems. Ensure compliance with federal financial regulations (e.g., Anti-Deficiency Act, OMB Circulars, Treasury Financial Manual) Conduct financial operations support services including grant and non-grant accruals, provider list generation, advance drawdown liquidation, and excess cash analysis. Conduct lookback analyses and refine accrual methodologies. Maintain and enhance various reconciliation and monitoring tools, aligning them with federal guidelines and internal controls. Perform detailed data analysis and author ad hoc queries using Oracle SQL and Amazon AWS Athena. Develop and maintain custom financial and dashboard reports using tools like Tableau, Socrata, and MS Access. Support audit processes by providing necessary documentation, reports, and insights for external financial statement audits and compliance testing. Support annual external audits and internal control assessments (e.g., GAO Green Book, SSAE 16, OMB A-123). Develop and maintain automated and manual controls to prevent fraud and ensure data integrity. Collaborate with internal and external stakeholders to address discrepancies and improve the quality of financial data and processes. Required qualifications to be successful in this role: Expertise in federal ERP financial systems (e.g., Momentum) and advanced SQL authoring skills. Experience with tools like Tableau and Socrata. Strong understanding of federal financial regulations (e.g., SFFAS 1), reporting standards, GAAP, and internal controls (i.e., OMB A-123). Ability to analyze and reconcile large datasets from multiple sources. Excellent communication skills for interacting with various stakeholders. Experience in analyzing and predicting grantee spending patterns. Experience with audit support and internal control frameworks. Expert experience with MS Access and MS Excel and extensive knowledge on how to use these tools to extract, analyze, and report financial data. Knowledge of SF-425 - Federal Financial Report (FFR) and the ability to use the FFR to analyze spending patterns and cycles. Detailed knowledge and experience (7 years) with key accounting functions required to produce OJP's financial statements, including calculation and verification of OJP's grant accrual, prior year up/down adjustments, accounting for OJP's reimbursable agreements, ability to produce OJP' s detailed Provider Listing and Revenue Detail reports, all other grant accounting. Ability to produce detailed, accurate, and reconciled PBC's associated with above OJP accounting functions within very short financial statement deadlines.\ Desired qualifications/non-essential skills required: Familiarity with Tyler Technologies Socrata and SAP reporting platforms. Advanced VBA programming and MS Access application development. CGI is required by law in some jurisdictions to include a reasonable estimate of the compensation range for this role. The determination of this range includes various factors not limited to skill set, level, experience, relevant training, and licensure and certifications. To support the ability to reward for merit-based performance, CGI typically does not hire individuals at or near the top of the range for their role. Compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range for this role in the U.S. is $79,600.00 - $172,400.00.
