Job Description:

The Wilmington Housing Authority, a public, non-profit, federally assisted agency, provides decent, safe and sanitary housing in a businesslike manner with concern for the quality of life for residents. The Authority's clients include low-income families, elderly and disabled individuals.The Development Department administers the capital fund program for over 1,400 public housing units as well as Choice Neighborhoods, Neighborhood Stabilization Program, Energy Performance Contracts, Replacement Housing Factor, and Low-Income Housing Tax Credit and other capital funds projects and grants. Technical support for operations is also provided.
The Development Department is responsible for planning, directing, administering, and coordinating modernization for its public housing units and providing technical support for housing development and general agency operations. The department plans, directs, administers, coordinates and supervises all development and capital improvements for WHA.
MAJOR RESPONSIBILITIESThe primary purpose of this position is to assist and work in cooperation with and under the direction of the Director of Development;Supervising, directing and coordinating the activities of the department staff. Meeting with staff regularly to review status of ongoing projects and determines course of action;Developing, monitoring and administering the capital improvement, development, mixed finance and other projects of the department;Developing and implementing contract administration policies, procedures, and methods for construction management and development projects;Directing the renovation of existing housing units or the development of new housing units;Monitoring all project activities to ensure compliance with federal, state, local program regulations and agency policies and procedures;Establishing performance standards and monitoring department work;Developing systems for monitoring and evaluating WHA's compliance performance to inform executive staff of potential problems before they become critical, and the impact of WHA's policies and programs;Conducting quality assurance reviews of files and reports to ensure compliance with all applicable laws, regulations and policies;Reviewing construction bids and proposed responses to bidders for compliance and accuracy prior to disbursement of responses to bidders;Promoting agency-wide standardization as a method of cutting cost to the agency;Setting project requirements for all contractors performing under both contracts and purchase orders;Preparing or overseeing the preparation of various departmental reports, including budgets, quarterly reports, and other required WHA or federal reports;Providing annual updates of WHA's Five-Year Comprehensive Plan and Physical Needs Assessment;Developing partnerships with federal, state and local agencies and private organizations to leverage resources for planning and development projects;Coordinating interrelated program functions with other departments and staff;Conducting management studies and recommending new programs, policies and/or procedures;Organizing and gathering statistical data;Conducting research, analyzing data and preparing technical documents;Monitoring construction progress to assure that deadlines are met, and that work is performed according to budgetary and physical design plans;Preparing or reviewing building plans and construction documents to determine compliance with regulatory requirements;Directing the preparation of project cost estimates;Acting as a liaison for approval of specifications and execution of contracts;Developing performance standards for department personnel; reviewing work for accomplishment of set standards and time schedules;Evaluating department projects to assure that expenditures of funds result in established time and quality goals;
REQUIREMENTSBachelor's degree in urban development and planning, business or public administration, architecture, engineering or related field; Ten years' experience on a highly professional level in housing construction and renovation; Ten years' professional experience in a federally assisted housing program including administrative and supervisory experience; or equivalent combination of education, training and experience that provides the required knowledge, skills and abilities as determined by the Human Resources Department.Valid driver's license and insurable driving recordComputer proficiency mandatory and working knowledge and skill in utilizing one or more construction industry standard project management software such as Excel, Access, Microsoft project, Primavera, Procore, etc.
