USADescriptionESSENTIAL DUTIES AND RESPONSIBILITIESThe following
statements describe the general nature and scope of work for this
position. They are not exhaustive; other duties may be
assigned.
- Plan, direct, coordinate, and provide advisory services related
to tenant grievances, ensuring fair, expeditious, and uniform
handling of grievances for public and subsidized housing tenants
and applicants. Oversee conciliatory meetings, settlement
conferences, and hearings in accordance with applicable laws and
regulations.
- Investigate complaints to determine hearing eligibility, ensure
compliance with settlement agreements and hearing decisions,
monitor grievance systems, and maintain records related to
complaints, settlements, and hearings. Provide information and
advice to executive leadership as needed.
- Advise executive leadership on legal and policy issues related
to tenant grievances, coordinating with the Office of the General
Counsel.
- Provide leadership on all matters related to Fair Hearings,
developing program objectives and administrative requirements.
- Develop new techniques, establish standards, and propose
policies to ensure best practices.
- Create training materials and conduct workshops on grievance
rights for personnel, residents, and resident counsel
leadership.
- Manage pre-hearing conferences, mediations, and hearings,
ensuring enforcement of orders and agreements.
- Attend meetings with senior officials to advise on policies
affecting fair hearings and develop supporting information for
management decisions.
- Prepare reports for executive leadership, review staff
communications, and recommend policy or procedural changes.
- Develop performance measures for staff and the office, and
implement data collection procedures.
- Ensure all operating procedures are documented, current, and
revised as needed.
- Plan operations, oversee special projects, and review work
plans to ensure clarity of responsibilities and timelines.
- Monitor and evaluate operational efficiency, effectiveness, and
compliance, revising methods as necessary.
- Prepare and manage the budget for the Office of Fair Hearings,
ensuring adherence to financial plans.
- Coordinate with officials to understand mandates and
operational needs, and develop solutions for program
improvements.SupervisionProvide daily supervision of staff,
including task assignment, performance evaluation, personnel
actions, training, and conflict resolution.QualificationsMust be
able to perform all essential duties satisfactorily. Requirements
include:
- Expert knowledge of policies, procedures, legal requirements,
and activities related to the organizational entity in DCHA.
- Expertise in the District of Columbia Administrative Procedures
Act, U.S. Housing Act, legal principles, and fair housing
laws.
- Mastery of administrative procedures for Fair Hearings and
interpreting governing laws and precedents.
- Strong verbal and written communication skills for conveying
complex information and preparing reports.
- Analytical and evaluative skills for problem-solving in complex
grievance cases.
- Investigative and supervisory skills.
- Excellent interpersonal and customer service skills.Education
and ExperienceMaster's degree (Juris Doctor preferred) from an
accredited institution and at least six years of relevant
experience, including two years in senior management within public
housing. Equivalent combinations of education and experience may be
considered.Note: The position requires pre-employment screening,
including background checks and drug testing.Technical
SkillsProficiency in MS Office applications and ability to learn
