Position Summary:This position is responsible for the administration of the human resources function for the credit union and ensures compliance with credit union policies as well as rules and regulation. Develops, implements and administers policy development, performance appraisal program, employee relations, employee benefits, recruitment and retention and record compliance. Duties/Responsibilities: Follow all credit union policies, procedures, and requirements in addition to all state and federal laws and regulations, including Regulation CC, the Bank Secrecy Act, OFAC and USA Patriot Act/Customer Identification Act (CIP). Educate members on various credit union policies, procedures and related laws and regulations where applicable. Counsel management and employees in the interpretation and application of human resources policies and procedures and perform investigations as needed. Oversee recruitment efforts including placing employment ads and scheduling interviews. Assist new employees in completion of all required forms and benefit enrollment at time of employment. Prepare and process employee new hire and termination applicable correspondence for personnel files and employee benefit plans. Administer benefits programs such as group medical, dental, life, accident and disability insurance and pension plans. Administer and coordinate human resources procedures to initiate benefits such as pensions, disability insurance, medical, dental and life insurance, and worker's compensation. Maintain on-going disability and workers compensation claims. Maintain payroll software database and complete payroll processing. Administer FMLA, COBRA, 401(K) and Money Purchase plans. Monitor and process monthly benefit bills. Compile and maintain data, prepare and submit reports for pension plans including submitting data to third party administrator for preparation of Form 5500. Coordinate and maintain performance review system. Maintain up to date knowledge of federal and state employment laws. Prepare reports, memoranda, correspondence and miscellaneous forms. Maintain a high degree of confidentiality when dealing with employee matters relative to the human resources function. Other duties as assigned. Essential Functions: Extended sitting up to 75% of the time Lifting up to 35 pounds occasionally required Bending, squatting, kneeling, reaching above or below shoulder level frequently required Intermediate mathematical skills (calculations/concepts involving decimal and percentages) Continuous sound perception/discrimination and verbal speech ability Occasional travel required Familiar with state and federal laws related to pension and benefit administration. Excellent oral and written communication skills. High level of organization. Ability to use a computer; knowledge of MS Word, Excel, Power Point, Adobe Acrobat Problem solving skills. Must be bondable. Education, Training and Experience: A bachelor's degree and minimum 3 years' experience in Benefits Administration/Human Resources or 7 years' experience in the Human Resources field, or any appropriate combination of education and experience.
